The only place where you can catch Kyogre in Pokémon GO is at a gym during a five-star raid. While this may sound very simple, five-star raids are challenging and can only be finished with a group. 

Having a larger group would give you a better chance of completing five-star raids. If you know other Pokémon GO players, say hi and ask if they are up for a five-star raid. We suggest forming a group of five or more, especially if your levels are not yet maxed out.
